The rate of firing at the outlet depends on the rate of rotation; how fast the diaphragm fills up with water.
The spring and diaphragm provide the expulsion force. The collapsed valve remains opened until it hits the magnetic release. Water pressure as the diaphragm fills keeps the valve shut, until it hits the fixed release. And the cycle repeats.
